Joyce E. Speisman is the Chief Operating Officer for Hospital Reimbursement Solutions, LLC (HRS). Mrs. Speisman also serves as President of QAMCO, The Quality Account Management LLC, a healthcare reimbursement firm.

Mrs. Speisman graduated from Clark University in Worcester, Massachusetts with a Bachelor of Arts in Psychology. She earned a Master of Education at Northeastern University in Boston. She attended and completed all coursework at Northwestern University for a Ph.D. in Administration and Policy Studies.

Mrs. Speisman has been involved in healthcare reimbursement since 1986. As COO, Mrs. Speisman is responsible for all ongoing operations at HRS. She is responsible for staff recruitment, hiring, training, and evaluation. In addition, she is responsible for the implementation of computer systems and technology, accounting, and purchasing. As an expert in group dynamics and interpersonal interaction, Mrs. Speisman works closely with the staff to train them in effective interface with third party payers, HMOs, PPOs, TPAs, physicians, patients, etc.

Prior to joining HRS and co-founding QAMCO, Mrs. Speisman was Legal Office Administrator for Albert Speisman and Associates, P.C. Under Mrs. Speisman’s direction, the hospital collection law firm grew dramatically in staffing, revenues, and hospital client representation. She hired, directed, and managed a strong interdisciplinary team of professionals to provide quality services to client hospitals and other healthcare providers.

Prior to her involvement in healthcare reimbursement, Mrs. Speisman was a Supervisor of Special Education. In that capacity, she directed approximately twenty-five teachers, psychologists, social workers, and paraprofessionals. She also served as the Inservice Co-ordinator, responsible for providing staff training relating to handicapped children to educational staff within twenty-three school districts. Mrs. Speisman was responsible for preparing the school’s position for several administrative hearings regarding appropriate services for handicapped children. As an educator, Mrs. Speisman presented workshops throughout the country on the mandates, practical implementation, and best teaching strategies required by P.L. 94-142.
